F57 52.247-9G15 EVALUATION OF EXPORT OFFERS DSCR (MAR 2001)

Port Handling and Ocean Charges - DoD Water Terminals. Port handling and
ocean charges published by the Military Traffic Management Command and on file
as of the date of bid opening (or the closing date specified for receipt of
proposals or quotations) and effective for the date of the expected initial
shipment shall be used for the evaluation of offers.
[ ] (a) F.O.B. ORIGIN, Transportation under Government Bill of Lading.
Applicable to Line Items
(1) Offers shall be evaluated and awards made on the basis of the
lowest laid down cost to the Government at the overseas port of debarkation
via methods and ports compatible with required delivery dates and conditions
affecting transportation known at the time of evaluation. Included in the
evaluation is the offered price of the item, the inland transportation costs
from the point of origin in the United States to the port of embarkation,
port handling charges at the port of embarkation, and ocean shipping costs
from the United States port of embarkation (see paragraph (c) below) to the
overseas port of debarkation. The Government may designate the mode of
routing of shipment and may load from other than those ports specified
for evaluation purposes.
(2) Offers shall be evaluated on the basis of shipment through
one of the ports set forth in paragraph (c)(3) below to the overseas port
of debarkation. Evaluation shall be made on the basis of shipment through
the port that will result in the lowest cost to the Government.
(3) Ports of embarkation shall be considered as the place of
delivery within the meaning of the "f.o.b. destination" term as used in
the f.o.b. origin clause of this contract.
[ ] (b) F.O.B. DESTINATION (Port of Embarkation)
Applicable to Line Items
(1) Offers shall be evaluated on the basis of the lowest laid
down cost to the Government at the overseas port of debarkation via methods
compatible with required delivery dates and conditions affecting transportation
known at the time of evaluation. Included in the evaluation is the offered
price of the item (which includes cost of shipment to the United States port
of embarkation (see paragraph (2) below)), the port handling charges at the
port of embarkation, and the ocean shipping cost from the port of embarkation
(see paragraph (c) below) to the overseas port of debarkation.
(2) Unless offers are applicable only to f.o.b. origin delivery
under Government bills of lading (see paragraph (a) above), offerors shall
designate below one of the ports of embarkation listed in paragraph (c)(3)
below as their place of delivery. Failure to designate one of the ports as
the point to which delivery will be made by the contractor may result in
rejection of the bid/offer.

(1) Port handling and ocean costs in bid evaluation. Tentative port
handling and ocean freight charges listed below are applicable as set forth in
DLAD Clause 52.247-9001, which is hereby incorporated in full text:

52.247-9001 PORT HANDLING AND OCEAN COSTS IN OFFER EVALUATION DLAR (APR 1985)
The tentative port handling and ocean freight charges set forth below are
for the information of offerors. In evaluating offers received in response to
this solicitation, the Government will utilize those charges which are on file
as of the date of bid opening, or closing time specified for receipt of proposals
or quotations, and effective for the date of expected initial shipment. A list
of port handling and ocean freight charges actually used in evaluation, if
substituted for any listed, will be furnished interested offerors upon request.

(2) To be considered for an f.o.b. port of embarkation (destination)
award, offeror must select for each item a port of commercial zone from the
ports of commercial zones listed below and insert the selected port(s) in
paragraph (b) above. If a port is not inserted in paragraph (b), offeror
agrees that price is based on delivery to a port listed below that is nearest
the offeror's shipping point.
(3) Port of Embarkation (POE) Commercial Zone (C/Z), 49 CFR 1048.
