DSCR H1: PRODUCTION STANDARDS - MIL-C-40009 STORAGE CABINET

    (a)  The specification MIL-C-40009 does not specifically define such 
areas as metal thickness, number and types of welds, method of fabrication, 
etc.  These are the responsibility of the Offeror to ensure that construction 
will meet the performance criteria of the specification.  Manufacturing/shop 
drawings will therefore be essential to supplement Government engineering 
drawings.

    (b)  The critical nature of the design is the structural rigidity of the 
storage cabinets which requires the Offeror to provide features that will 
enable the storage cabinets to withstand the vibration test in the applicable 
specification.

    (c)  Therefore, as provided by Federal Acquisition Regulation 9.104-2, 
the following special standards of responsibility must be met:

         (1)  Either have or furnish acceptable evidence of ability to obtain 
as a minimum the following production equipment:

              (i)  Punch Presses
             (ii)  Press Brakes
            (iii)  Welding Machines
             (iv)  Painting Facilities

         (2)  Either have or furnish acceptable evidence of the ability to 
prepare shop drawings.

         (3)  Either have or furnish acceptable evidence of the technical 
competency to design storage cabinets.  Prior manufacture of same or similar 
type items may be used to demonstrate evidence of technical competence.

    (d)  Prior to award, at the request of the Contracting Officer or his 
representative, Offeror must furnish evidence of compliance to these standards.

    (e)  The above data is not required at the time of bid submission; however, 
the data may be required in connection with any pre-award survey conducted at 
the Offeror's manufacturing facility.
