(a) Estimated costs of Government testing will be a factor in
evaluation of offers to the extent that such costs are shown below:

(b) The above cost of the Government testing will be added
to the offered price of the applicable item and will be a factor
in evaluating offers unless the Government elects to waive the
requirement for the tests.
